From a leadership perspective, one has to be very careful about how 1 treats the military responses to the direction of the executive. By repairing the rules that govern our politicians, we can minimize or eliminate illegal orders and not have to cross the other bridge, chilling military response.

That question opens up a very complicated Nexus of legality. If no war crimes are found to have been committed then the flat answer is no. However, depending on what information the individual had at the time of carrying out the order it can potentially be said they broke the law.
