The money the city is paying in legitimate claims stemming from LAPD actions is astronomical. Many officers in my experience do not know basic aspects of the penal code and aren’t trained properly. Coupled with an officers belief that they wont be held personally accountable? Disastrous.

*Are* the officers being held personally responsible? Are they feeling the pain or is it all being absorbed at the corporate (ie taxpayer) level?
