deps: update V8 to 13.6 by targos · Pull Request #58070 · nodejs/node Same as #57753, without compatibility patches for MSVC and armv7. Notable changes: RegExp.escape Float16Array Atomics.pause WebAssembly Memory64 Explicit resource management Error.isError

This V8 upgrade was particularly difficult and overdue but had to be done for v24, and it finally landed 🎉 Now v24 can finally progress after missing the April 23 deadline github.com/nodejs/node/...
