Hugo Soto-Martinez once compared 41.18--an LA law that criminalizes existing in public--to racial profiling.

Hugo later admitted he wouldn't repeal his district's 41.18 zones but claimed he wouldn't enforce them.

During his first year in office, 41.18 arrests went up 522% in Hugo’s district.

Something thats really wild is that @mayor.lacity.gov inside save program utilizes a “sweep” as the focal point for housing. So residents of an encampment have law enforcement and sanitation barreling down on them and have no choice but to be shuttled to any number of subpar temp housing facilities.
