I can’t really disagree…

My concern is that you have a decentralized (by choice or by circumstance) rocket/UAV force that is lashing out in a more unpredictable manner.

That could be more problematic than predictable barrages.

I’ve generally found that the higher you go up in the IC the less credible the analytical capability and rigor becomes…

Now, the arrogance and ability to ignore contradictory information skyrockets.

Two things can be true.

1. The work of intelligence is imprecise and often makes hard assessments with a limited picture (that the adversary attempts to obfuscate).

2. That work still needs to be done and leaders need to be informed. Also, most of the wins are never heard of.

I don’t recommend beating yourself up on this one.

Some of the best intelligence professionals I’ve ever met have missed on key assessments…major ones that have driven policy or impacted real world events.

You do the best with what you’re given, and the enemy gets to shape perception as well.
