If we assume that people can't do something at all, it's likely to make the 'standard' experience less accessible.

You want participation to feel natural.

If you have to go on a completely different journey because of the barriers, it becomes another thing which separates you from other people.

Our peers from Europe complained about how their barriers were seen as purely medical, rather than an issue of human or civil rights. 

The basic question was about autonomy. Disabled people wanted to be able to live where they wished, get up and eat when they wished, and hire the personal assistants who helped them, provided they complied with laws regarding workers' rights and benefits, of course. When these supports were run from a medical approach they didn't necessarily support a person's ability to be autonomous, which is why our concept of independent living was so important and starting to permeate other countries' thinking.

It's important to imagine how a disabled person might be able to participate or do something independently/preserve their autonomy.

Privacy & autonomy are often taken away from people with access needs. Baked in assumptions can reinforce this.
