(c)(3): Each employee... furloughed as a result of a covered lapse in appropriations shall be paid for the period of the lapse in appropriations...

Yeah, it's possible there's a permanent appropriation in there, in which case they could get paid from that. But I'd have to read the text to be sure.

Thankfully, thanks to House and Senate Democrats, there's no "hope" anymore - the Government Employees Fair Treatment Act was enacted as part of the end of the 2018-19 shutdown, which guarantees back pay for all federal workers.
