6️⃣ Increase & simplify access to existing & new EU funds for grids, including anticipatory investments, innovation, nature solutions, as well as de-risking tools to support system operators & suppliers.

This way, pressure from tariffs will be reduced contributing to affordability of electricity.

5️⃣ Tackle permitting delays in a balanced way, through optimisation, enforceability & accountability, while ensuring regulatory certainty.

For this, implement RED III & use strategic spatial planning, nature protection, best practice sharing and meaningful & early engagement to build public trust.

4️⃣ Embed system-level efficiency into planning and scenarios to cut waste, costs, dependencies & address scarcity. Complement grid expansion with efficiency of infrastructure to meet EU targets, all while respecting physical limits & system security.

3️⃣ Strengthen regional cooperation to harvest cumulative optimisation opportunities, beyond a project-by-project approach, and help expand mutually beneficial electricity projects with third countries that enhance resilience of the broader energy system.

2️⃣ Enable holistic, future-proof planning across borders, sectors & vectors supported by stable and predictable policy frameworks. Unlock and support direct electrification, also through TSO–DSO collaboration, to reach at least the 32% electrification KPI from the Clean Industrial Deal.

1️⃣ Prioritise the implementation of existing policies and legislation, including the EU Action Plan for Grids.
