This reminds me of strategies I heard about in Chicago in the fall when residents were detained by ICE through deception. One was lured with a phone call about a prize and another lured by supposed scrap metal available for pickup.

Another example of deception happened in Brighton park in Oct. A federal agent disguised with a hard hat and construction clothes came in inquiring about a haircut. He gathered info and asked if he could come back later that day. He returned with other agents and dragged out an employee.
