The vote was taken for the Card - there was two no's. Commissioner Carter made a motion Card Issue to the Policy Committee. There were no No's.

Commissioner Bernard said it should be done by the secretary. She should not be micromanaged. This is a $4 million organization.

Commissioner Carter recommends taking this issue to the policy committee. Mr. Freeze they are following the a City Policy with this card. No food purchases.

Mr. Freeze discusses about Purchase Cards for last minute orders. This increase flexiblity but there will be guardrails and multiple safe guards by leadership. There is training for use of these cards. An employee would be chosen with two lead staffs. Card stays inside the office.

New Business: Two year contract for Dr. Francis Jackson's two-year contract as the BOPC Parliamentarian as an hourly rate of $125. A question was asked about a bidding process - can the Board can vote today - they don't want to brake any rules. Motion carries!

Citizen Rhonda Irvin told Commissioner Bernard about this new park that is being built.

On Zoom - Tara Brown. Concern with archived body cams! It is concerned that three years is not long enough for people or officers.

Ms Bernice Smith. Love the new park. But cannot stand what is happening in the area with the killings. She is 93 YO and loves the City but it is being misused because people are angry with each. Why do people bring guns to a Party? She likes that the parents are being held responsible.

Commissioner Bernard asks about the area - (the new park being built). She is from west side and was wondering about drowning concerns with the water.

Commissioner is asking if the officers are working in collaboration and sharing information with other precincts.

Commander talks about the Community Program and the developmental boot camps to train the youth and keep them in shape. Provide overall mentorship.

Over a dozen police officers - in uniform - are at the meeting.

Enforcment with Neighborhood Police Office - last 30 days:
42 parking tickets, 100 Vehicles have been tagged - 56 of those has been given parking violations.

Goal for police calls - 13 minute response time for service. Currently at 9 minutes.

Shooting is the same - mostly by friends who don't know how to settle their disputes without a gun.

Robberies are down from 47 to 34.
Some of Domestic Violence Robberies (cell phones, bikes)

4 car jackings in 2025 - same number in 2024.

Commander Lawrence is giving a report for the 5th Precinct.
Major crimes deceased in last 28 days.
Homicides in area - are people who know each other. Friends are fighting and one pulls a weapon and harms their friends. People who can not settle then greivance without a weapon.

Commissioner Woods - DC Williams - can you make sure we get updates on curfew violators. So we can monitor the court and things are done in order.

There is a concern about the youth who are doing harm and stealing. The Response was Officers are working on parent responsiblity and increase in fine. Officers states - if you see kids violating curfew - call 911. There has been a decline in violators.

Commissioner Bernard asked about a stabbing at a bed/breakfast - suspect is identified but not in custody. Bernard said he was a big guy and kept stabbing people. She is afraid. She calls him "the Butcher". What resources have been dedicated to get this suspect. Officer knows someone is hiding him.

Commissioner had a question regarding low tolerance and no tolerance regarding work place violence.

15 YO robbing suspect was fatally shot. Occured on Saturday.
22 YO CPL holder that three men attempted to rob. One was a 15 YO and was fatally shot.

OCI closed 291 cases in the month of July. Invested and closed for the year is 1638. Number of new cases in 2025 is 1,206. Last year OCI closed 434 cases.

Commissioner wants a copy of the POLICY regarding the body cams. Another Commissioner asked - who owns the footage. The reply was through the State of Michigan.

There is an uptick in tickets being mailed.

An officer is speaking (didn't catch his name). State of Michigan is changing the rules about camera footage. If complaints are made - body cam footage will be available for 3 years. If there are no complaints - footage will be destoyed in one year.

Need one more Commissioner to be here (he is on his way) to have a quorum.
