Being tough on crime isn’t the same as addressing crime. We know that the largest predictor for reducing crime is addressing need.

everything in here is correct--it *is* counter to the rule of law to basically decide someone is a 'criminal' first and then come up with a 'crime' later--but it also is always a lil darkly funny when some of these statements are like, 'more and more people are being treated like people of color'
