Exactly this. It's a psychological tactic to wear everyone down. Now, for example, he brings in Bondi who should be a real major concern but everyone is all "phew ok. It's not Gaetz AND she actually has professional experience in the role. Can't be nearly as bad." He knows what he is doing.
