Bin imho skeptisch ob das immer so ernst gemeint ist mit "Technologieoffenheit" und "Bürokratieabbau". Zumindest bei der THG-Quote geht es doch eher darum sehr spezifische Industrien zu schützen. Gerade weil sie nicht die billigste Form von Klimaschutz anbieten.
