Yes, I think this is right. Combined with the fact that only core rules really make money, it explains why we most recent licenses haven't been well supported (exceptions being TOR coz, well, Middle Earth innit and surprisingly Marvel Multiverse which has had a steady flow of supplements)

Labour have made a lot of mistakes in govt, but this ought to highlight to some people that part of the problem is that being in government is actually really fucking hard - especially in the face of the sort of global events that have rocked us since the financial crash
