Frame stickiness is thus a key scope condition for successful platform outside lobbying. Particularly, the public's preexisting beliefs and competition from other interest groups can pose high hurdles. To show this, I combine process-tracing and a quantitative analysis of Twitter and newspaper data.

Examining the public debate on the EUCD, I find that (a) platforms do indeed need to actively build alliances through outside lobbying, framing, and conflict expansion, and that (b) platformsβ success depends critically on whether their frames βstickβ with the public.

While previous research suggests an anti-regulatory alliance between platforms and the public, I argue that recent scandals have shifted public opinion against Big Tech. Amid this techlash, platforms cannot rely on an automatic alliance, but must actively shape and mobilize public opinion.
