Depends on the type of admin but I separate the admin account from his day-to-day account. Then only P2 should be enough for CA indeed as well as PIM for specific roles.

Yeah good one, and with NCE it's smarter when looking at the price of MDO P2 and MDE P1 vs Features.

I'll start;
For SMB, a Business premium with MDO P2 because of the Malicious url click detection.
For Enterprise, E3 with MDO P2 and MDE P1.

Should be a good start to have a solid strength.
