ICE agents are getting a bonus based on number of people apprehended, even if they are later released, so they could not care less about the immigration status of anyone they see.

It is NOT a law enforcement agency, it is an immigration enforcement agency. U.S. immigration laws are CIVIL code, not criminal code. Technically, ICE agents shouldn't even be allowed to carry weapons.
