I think a key part of American politics of the last two decades or so is that because it is so broken and nothing gets done, people assume that promises won't happen (accept for the ones they like)

Sometime prior to the US election, I saw an interview with an immigrant planning to vote for Trump, and he said that he believed that everything Trump was saying about deportation was bluster.
