After all, Russia stays "bureaucratic/legal". And it might be just rhetoric and wait-and-see action to monitor how others will react.

This made me easily get the idea you meant with Russia being "legalistic". After all, in its terms, it is a Russian nuclear power plant, no matter how it came to be so.

Is there anyone who know something about Russian legal "basis" for the actions in and around ZNPP?
