People will become poll workers.
People will volunteer for campaigns.
People will register voters.
People who never voted before will vote.

The over performance by Dems in local and special elections that we've seen in the last year also indicate that control of the house is probably not going to be tight.

I'm trying to be conscious of not falling into conspiracy theory thinking with these files. There's a lot there that I think the administration wants people to misconstrue so that they can claim the whole thing is a big nothingburger, even though there are also awful things that are likely true.
