Indeed, the EU should open first EU accession negotiation chapters with Moldova asap. Waiting for Ukraine to be unblocked by Hungary does not help anybody, not even Ukraine. The more countries that deserve to proceed are held back, the worse for the - already tainted - credibility of the process.
