Note I don't think everyone should legally be able to drive after a bad driving record. States should yank their licenses in those cases.

You need to have auto insurance to legally drive pretty much everywhere in the US. If you can't find insurance in the private market, most states have a backstop to provide it. It's usually very expensive and not intended as a subsidy. Just making sure everyone can get coverage.
