A formal letter dated April 11, 2025, from U.S. government agencies addressed to Dr. Alan M. Garber and Penny Pritzker of Harvard University. The letter, featuring logos from the Department of Health and Human Services, Department of Education, and General Services Administration, expresses concerns about Harvard's failure to meet intellectual and civil rights expectations tied to federal funding. It proposes reforms as a basis for continuing financial support. Key provisions mentioned include governance and leadership reforms aimed at reducing influence from students and administrators focused on activism rather than scholarship.

Continuation of the letter detailing required reforms Harvard must implement by August 2025. These include: Merit-Based Hiring Reform to eliminate race, color, religion, sex, or national origin preferences. Merit-Based Admissions Reform to ensure objective, merit-based student selection with public data reporting. International Admissions Reform to prevent admitting students hostile to American values or involved in anti-Semitic behavior. Viewpoint Diversity in Admissions and Hiring requiring an external audit to ensure diversity of thought across all departments.

Further required reforms listed in the letter: Reforming Programs with Egregious Records of Antisemitism or Other Bias, including external audits and accountability for faculty violations. Discontinuation of DEI (Diversity, Equity, and Inclusion) programs and initiatives, with a requirement to show structural and personnel changes ensuring these programs are permanently ended.

Final section of the letter, outlining: Student Discipline Reform and Accountability, requiring Harvard to revise disciplinary policies to prevent disruptions and harassment, including specific measures such as banning student clubs promoting violence or antisemitism, banning face masks, and expelling students involved in certain protests. Whistleblower Reporting and Protections for those reporting noncompliance. Transparency and Monitoring involving federal audits, reporting of foreign funding sources, and compliance with immigration data requirements. The letter concludes with a call for immediate cooperation from Harvard to implement reforms and return to its core academic mission.

The Trump Administration sent Harvard a detailed list of extreme demands on Friday. It called for the dismantling of "DEI" Harvard centers, including a legal clinic, tha study human rights, and the surveillance of students political views.

Harvard has responded and rejected these demands.
