Yes, with a bill. Even with a budget they would need legislation to implement their budget items.

Reminder:

The Prime Minister simply stays on as Prime Minister.

It is not a new government. The Carney ministry is remaining in power.

Join us for the next Canadian Study of Parliament Group seminar, entitled "An Inclusive Parliament?", on April 25.

Once again, CSPG's seminar could not come at a better time, with opening remarks from Professor Emeritus, Manon Tremblay.

What happens next?

Carney will be invited to form a govt by the GG.

Carney will be the Prime Minister-designate during a transition period (could be really fast or a few days).

Once the transition is over, Trudeau formally resigns as Prime Minister, and Carney is appointed PM.

Of course, whether or not the next PLC leader would do so is a whole other question.

Prorogation related procedural fact:

The date indicated in the proclamation issued by the Governor General for the opening of a new session can be moved to an earlier date by means of another proclamation.

This means that the next LPC leader could meet with the GG and ask for such a change.

What is a Ten Minute Rule Bill? Ten Minute Rule Bills are essentially policy aims put into legislative language in order to secure a 10-minute speaking slot during 'primetime' in the House of Commons Chamber after Question Time on…

After PMQs, James MacCleary MP will present a Ten Minute Rule Bill, titled the Youth Mobility Scheme (EU countries) Bill, which would require the Government to negotiate extending the Youth Mobility Scheme to EU countries.

I also think there should be some thoughts about the lack of reproductive justice for gay couples who want to have kids in Canada. The economic inequality for us needing to go through ART, sperm donors (💲) and fertility treatments is astounding, and not all provinces have the same coverage.
