I'm of the opinion that any legislative body that moves something like this forward is explicitly, uncontrovertibly, and intentionally thwarting democracy. In a righteous world these folks would be excommunicated from public life.

I will also suggest that some significant portion of the population will think this is just fine even if they are disenfranchised. They will consider it their fault and not disenfranchisement, AND they will tolerate it if they believe that the right people are also being excluded.

The story of Minneapolis is so wonderful, and, this requires nationwide revulsion and action. I want to see it, but I have no priors for it.
