How much of the willingness to believe that weβve seen evidence of massive corruption at USAID is rooted in the belief that the agency is US Aid, that all it should do is grant aid, and that therefore anything that is obviously not βaidβ is by definition fraud?

Or not all violations of the law are crimes. Would you call someone fails to renew their vehicle registration before the old one expires a criminal? What about someone who files their taxes late? If a criminal is anyone who breaks any law ever, itβs everyone.
