Yes new Standard Gauge BART lines doing new metro service in the East Bay is the only reason id vote for Link 21.
As for EB routes, a lot come to mind. I would prioritize MacArthur/580 and San Pablo Avenue

Its a different transit travel pattern. 19th Ave doesnt need a Muni subway because Judah and Taraval and M Oceanview exist. But getting East Bay commuters to ucsf and sfsu or Westside SFers to the East Bay is the need.
For The Richmond especially west its mostly to DTSF.

I'm sure a lot of trips on a 19th-Geary BART line will be intra-SF service. But there's obviously the Richmond to consider who could use a Muni line. Rather than doing double decker subways or picking one agency over the other, the agencies can share tracks between DTSF and Masonic.

What I dont want to do is restrict Link 21 to a specific transit agency. Any agency that isnt BART probably wouldnt get voter support to be built + inflexibility in choosing a specific agency would really suck
Caltrain can run like 5 trains a day through Link 21 to Amtrak. Not the main service use.

Envision a new standard gauge BART service running through Tube 2 to Geary & Masonic, then splitting off to 19th Ave.
Then envision a new Muni std gauge heavy rail fleet (like Muni Rapid from 1967) sharing tracks from DTSF to Masonic and continuing in its own subway or elevated to Land's End.

I think the issue is associating agencies with a particular fleet: BART = Indian Gauge long trains, Muni = Streetcars, Caltrain = EMUs etc. But we shouldnt.
Really they're more service patterns. BART is an interurban, intercounty service. Muni is intra-SF. Caltrain is long distance commuter etc.

Key System, Southern Pacific IER, and Sacramento Northern long distance all ran on the same two tracks along the Bay Bridge to downtown San Francisco. Mixed system service on the same rails, especially for bridge crossings, is done in Japan and Europe today. Dont see why we cant do it for Link 21.

Ideally, Link21 will connect Caltrain and Capitol Corridor but obviously its not going to be restricted to just that service pattern. BART, HSR etc can run new standard gauge service that addresses new service needs beyond the existing system.

My E line down MacArthur (elevated in the median of 580 then subway from Eastmont to San Leandro via Bancroft is pretty popular on Subway builder! Gets 90,000 weekday riders. Too bad Oakland doesnt advocate for itself IRL for an obvious corridor like this.

What if BART and Muni using a new standard gauge fleet, just ran on the same track, from say Downtown to Divis or Masonic, before splitting up? I feel this would solve the stop BARTs wide stop spacing issue and Muni being a little LRV for expensive subway issue.

A new heavy-rail, std gauge, BART and Muni flee running down a single track Geary subway makes sense to me. BART lines veer off to UCSF and 19th Avenue from Tube 2 with wider stop spacing in the Sunset, and Muni continues to Ocean Beach from Salesforce Center
No double subways and segregated tracks

I cant imagine building anymore Muni Metro subways. They're pretty clearly bad performers at carrying large quantities of riders. Stop spacing on the Central Subway isnt any better than what BART could've done despite using 2-car vehicles. Future Muni subways would need a heavy-rail fleet.

Also the 19th Avenue situation is bit weird. Travel demand along 19th and Geary is different than say Geary to Land's End. The latter is more a Muni operation but the 19th swing around makes it a regional connection.

We're not building BART/Muni double decker subways. It'll either be some interurban (Oakland - SF) light metro in Tube 2 or maybe a BART fleet with platforms restricted to like 6 cars.
