Classification can protect national security information but it cannot be used to hide illegal programs, obstruct congressional oversight, or deceive the public.

It would be unlawful to use PEADs to mislead the public about UFOs and conceal evidence of non-human intelligence. PEADs are internal executive drafts that have no authority to override constitutional or statutory limits.

Using Presidential Emergency Action Documents (PEADs) to hide the "legacy UFO program" would constitute an abuse of executive power and a violation of constitutional principles and Executive Order 13526, which forbids classifying information to conceal wrongdoing or prevent embarrassment.
