But again, the US is (correctly) called the biggest net emitter, and most of those historical emissions accumulated before the US was an exporter. We own those emissions because we created the demand. I don't see how the US exporting fuel should be counted against the US rather than the users.

Why would it? We wouldn't attribute US emissions to OPEC in the past.
