To me this suggests a fundamental lack of understanding of CI functions and capabilities at a ministerial level (or more conspiratorially behind the scenes arbitrary trade-off as part of the coalition agreement)

These groups and others that still have an uncertain future (and were inherited by CI from IRL) are already doing exactly the kind of commercial revenue generating science the government is supposedly pivoting to but were cut anyway

Stigmatising empathy is the fastest way for far-right politics to embed - and for far-right power to be consolidated and maintained.

This is one small aspect of what CI does. Plenty of good science and industry support is being swept away for no real reason as well with CI being arbitrarily disestablished long before the supposed replacement PRO are stood up.

Part of the problem is that isn't the only thing CI does, but it overshadows the rest. Lots of good, useful productive teams at CI often operating under commercial sensitivity so out of the headlines are being disestablished or threatened with disestablishment.
