2. The proscription of PA was by Cooper.
3. There is no 'obviously'. If it were obvious, we'd know about it, wouldn't we?

The flaw in your argument is that we *know* that the people being arrested now are entirely peaceful, and they don't know any reason why PA are verboten.
It's not enough for Cooper to tap the side of her nose & claim special knowledge. Legitimate protest has been criminalised, for no apparent reason
