A third term would require a constitutional amendment. Two-term limit is in the constitution.

Constitutional amendments require a 2/3 vote from both houses of Congress, plus approval from 3/4 of the state legislatures.

No way it would get that kind of vote.

There was no civil rights legislation in the 50s or 60s that ALL Democrats voted against. But remember that the Democratic Party was much different then. Most of the Southern states had Democratic Representatives and Senators -- the DixieCrats.
