its already double illegal and both the Judge and Gov for refunds essentially said "good luck with that"
So the only thing I can see happening is just everyone universally ignoring the tariffs, not pay and do: "okay what are you gonna do about it" to the US

From the start it was illegal: no consequences
The US courts then later ruled it was in fact for sure illegal : no consequences
Basically I can only see it working if after winning they refuse to pay the illegal tariff-
