The couple followed a process that countless other couples had followed without incident until Trump II. The got advice from immigration lawyers as to the law, and turned up to their visa application interview where she was arrested. They followed the last as best they could.

There is a legal provision in immigration law that someone married to a US citizen can stay in the US while there visa is pending. Immigration officials have long recognized it to allow residency during the wait time. The DHS has just stopped following this part of the law.
