Think strategically. Ukraine’s coal is closer to the sea and easier to export. Without coal Ukraine has a massive energy problem, thereby undermining its autonomy. Russia still has control of the Azov Sea.

All of Ukraine’s coal and much of its titanium and other metals lie beneath the Donbas. Occupation of the Berdiansk coastline give Russia control of the Sea of Azov. I don’t think they’re all that concerned about what stands above ground.
