This was my understanding at the time. And it makes sense, to be honest - Rubio kept insisting that payments were still being made and people on the ground said they were not. Not that I trust Rubio, but he had no reason to lie and actually did understand the importance of those programs.

Agreed that protection of victims (and folks conveying the information) has to be the absolute first priority. I'm just saying that if it's not documented in the BI that we get and it's not self-reported by the appointee candidate, it's hard to get in front of principals. I know it's a huge ask.

This isn't to make excuses, but what I can say is that there are people on the transition team (and WH vetting) who want to know this stuff, so in future cases, please reach out to the transition, etc., anon if necessary. If we know, we can investigate and document it so it's part of the record.

Not hard to read btwn the lines on who this is. She wasn't one of my vet assignments on the transition, so I can't speak to what was known, but I know that the vetting team did take allegations of abuse, workplace bullying etc. very seriously and they absolutely derailed other candidates.
