The Bulgarian-Romanian Digital Media Observatory is a unique regional center whose goals and main tasks include supporting efforts to combat disinformation through national and regional fact-checking, media literacy, and policy measures.

These factors make Bulgarian society particularly vulnerable to massive cognitive warfare and propaganda campaigns linked to geopolitical tensions and Russia's war against Ukraine.

Bulgaria's low ranking is due to systemic deficits in key areas that measure society's ability to deal with manipulated information: low levels of media freedom, unsatisfactory results in education, and critically low trust among people in society.

Although it has shown minimal improvement compared to 2023, Bulgaria ranks last in the EU and remains among the countries with the highest risk of negative influences from disinformation and fake news.
