Viktor was so distraught over her death and everything that happened that it was the catalyst of him leaving Jayce as well as him choosing her to be the hallucination that Hex wanted to be. Its a sweet but naive love

I don't know necessarily that Sky and Viktor would have blossomed into a romance because of how their relationship was so work oriented both Jayce and Viktor had such a strong hold to each other but I wouldn't wave it off in the sense of character development and understanding

Viktor was the one fought for her to be also in the academy and in the AMA where they stated he was loved by his community I can see him trying for another Zaunite to get educated (he snuck in but he wants a good path for everyone else.)

I think Viktor cared for Sky a lot or even liked her.
But I don't think he let himself love in general because he knew of his illness and turned down Sky's advances because he didn't think he had a future for himself and did not want to drag her down.
