Detailed difficulty rank stats.
Rank 4 has all modifiers at 1x, so Modern can be easier than "default." Rank 8 is a big step up (2.5x damage to player), so Classic can be way harder than Modern if you're playing well. Insanity is just stupid: 3.6x damage to player and 0.1x chance to stun enemies!

TOS aren't law. Companies can end up writing rules that won't hold up in court.
Fans already do all kinds of stuff that's against TOS that's universally accepted. Like selling fan art.
Do you extend that to anything copyrighted? Do you think fan artists shouldn't be allowed to monetize their work either?
I don't even think a copyright is being stepped on this case. The VR mod hooks onto the game and injects new code. The same way something like Lossless Scaling works
Normalizing people being compensated for spending thousands of hours making something thousands of people take great enjoyment from sounds fine to me
It's universally accepted that fan artists can monetize fan art, why should mods be exempt?
