Almost all NOAA Research websites that rely on cloud services - including Amazon, Google and WordPress - are poised to disappear at midnight ET Saturday after a contract was targeted for "early termination." Labs may also feel the effects.

So, towns are dealing with the same or worsening challenges related to runoff and flooding and fewer tools to address those challenges.

MS4 communities are important to work with but communities that don't reach that threshold must still deal with impervious cover. Oftentimes, even as population decreases (and along with it the tax base to support water management infrastructure), imperviousness increases or stays the same.

• Population density alone does not fully explain impervious surface changes.

• Impervious cover in many small towns exceeded ecological thresholds of 10%.
