I stand by what I said. In the final paragraphs he admits railroads need more regulation, but states seldom are successful. He is clearly faulting homeowners for not clearing land. Yet, the scenic area regulations he had a hand in creating require structures to be hidden by trees.

the truth about what's going on. They expect property owners to shoulder the hardship of the nonprofit's negligence. Should people protect their property against fire? Yes. But accountability for those who start fires or fail to fight them adequately is part of the bargain.

which is why you don't see much after the caterpillars munch the tree leaves & pupate. They seldom affect tree health, so there's no need to spray them. If a tree is suffering, cut off the nests & give the tree water if conditions are dry.
