I stand by what I said. In the final paragraphs he admits railroads need more regulation, but states seldom are successful. He is clearly faulting homeowners for not clearing land. Yet, the scenic area regulations he had a hand in creating require structures to be hidden by trees.

A fall webworm moth rests on a wooden plank. The moth's wingspan is about 2 inches. The wings are white with small black spots, sparsely arranged. The body is covered with white fur. The moth has fernlike antennae.
