OP’s framing is a stretch / I get why people are mad at it, but it’s not too far off. Something like “Leavitt fails to rule out draft , insists all options are on the table” is better / more accurate.

Leavitt could have said there will be no draft, a draft isn’t an option, etc but she said that all options are on the table.
