When I read it yesterday, one of the ways I interpreted it was that anyone could still come and do research, but you couldn't just come and hang out; i.e., you have to have a research reason to be there, which I always had.

Poor education, yes, but also a lack of effort on the part of students to work hard. I have the worst time getting my students to read, do homework, etc., and that's very much not an exception. It starts long before college (for too many reasons to type here,), but it's this generation. Sadly.

I think it's largely because administrators are always looking toward their next job, rather than the one they have, so they have to Do Something to seem "innovative."
