Did a quick (read: not thorough) check on this and it appears the answer is no -- some guys who weren't protected by teams and not taken, but still on top 30s, but that's it

Sorry, did not mean for that to sound dismissive. Had a convo with someone who knows the process and agreed w/him when he said that it can be a mistake when a first-time voter picks 10 b/c they feel they HAVE to - kind of pigeon-holes you into voting for them in perpetuity.

Ehhh, and historically, the HOF voter roll has been chock full of people who haven't covered the game in a very long time, or never really covered the game. Not sure I'd use the 'past performance' argument. Not saying I know it all (far from it), but things change for a reason.
