You are making a broad oversimplification.

District courts are established under 28 U.S.C. § 81 et seq., with each court’s jurisdiction confined to its geographic district. While district courts have subject-matter jurisdiction over cases involving the United States, their authority to issue nationwide injunctions is not automatic.
