Ich würde die letzte Frage in "Sind alle Staaten souverän?" ändern. Das venezolanische Volk konnte unter Maduro nicht frei über sein eigenes Schicksal bestimmen. Dennoch ist es als allgemeine Regel wohl besser, wenn Staaten nicht routinemäßig versuchen, die Geschicke anderer militärisch zu regeln.
