I’m new to reading budget requests, so this may be a naive question, or a misunderstanding. On page 5 of the exec summary it says that half of the RPG budget is reserved to pay the whole outyear costs of a grant, instead of competing then non-competing renewals. Does that mean fewer awards/year?

Is it usual for some of these meetings to be all open to the public? Most of the ones I have seen are either closed, or have a closed portion for grant discussions. The NHLBAC seems to be all open to the public - does that mean no grants will be discussed?

Just had a review assignment for an NLHBI SEP canceled (was invited to review last month for a meeting in May). It seems like the plan to remove all IC-based review is in full swing.
