I'm just going to assume that back then, music boxes played all over the mission and the whalers couldn't use magic.

And the interrogation chairs probably contain a special ore that weakens void magic. Or maybe the chair is bolted to the floor, making it impossible to teleport with…

Even though the whalers in the "The Surge" mission were tied up with regular rope, I think they could teleport with the rope, because blinking doesn't make them jump out of their clothes and belts… And their bound hands wouldn't interfere them. Unlike magical handcuffs, which weaken Void magic…
