depends on context. for web hosted content, HTML is going to be better than PDF 10/10 times. if you need the document to pull double-duty as printable, docx or an equivalent is usually better than pdf. if you're just looking to dump a text file, epub.

pdf is not without merit, but... flawed.

from a disability pov, pdfs can go to hell. they're a useful static document format outside of that context, but they're so difficult to make genuinely accessible (largely because of the authoring/conversion tools used to make them) & the internet is filthy with millions of already-inaccessible pdfs
