I was relieved that Bangstad didn't compare his E Wash tap room to a Parisian cafe this time - so I at least I find that to be an improvement over last year's application!

PC ultimately decided to place the request on file without prejudice, meaning that Minocqua Brewing could come back to PC again with a new request for amplified sound. One neighbor said that they already were using amps for some bands, but didn't call police out of respect for musician(s).

Most of the debate tonight was about whether the request should be placed on file with or without prejudice. Staff said that placing on file with prejudice prevents same app from coming back before 1yr-but changed app could come back either way

Staff recommended placing on file without prejudice arguing, much like last year, that the patio is too close to the adjacent homes for amps (closer than other patios with amp sound). The owner (Kirk Bangstad) and neighbors have been feuding since he opened. Alder and SASY NA were against.

PC again denied Minocqua Brewing Company(2927 E Wash) attempt to get amplified sound in their outdoor patio (adjacent to residential). Owner again argued F-35s make area unlivable so music and badger games improve it. He then immediately left the meeting before any questions

They also recommended approval a new CSM for the mixed-use and residential buildings along at 2010-2030 Pennsylvania. The new building will be a permitted use under the zoning, so most approvals happening at Urban Design Commission - only pool will come to future PC meeting.

I missed Madison Plan Commission tonight, but here is a recap. They approved alteration by UW Health to drop their planned solar panels from a previously approved parking structure (left) in a TOD at their new 750 University Row Clinic, say fed subsidy no longer available.

My view is that any student who wants to live in the dorms should be able to do that, and they don't have dorm capacity for that. I don't think they are even making housing offers to new transfer undergrads (that's about 1k per year).

The city also awarded $6.3M, half city half fed., to a number of owner-occupied affordable housing projects, including on banked city lots

Last night while Shorewood Hills was going insane, Madison's Police Chief presented to Common Council. Most crimes are down. Other takeaway is that there is a speeding hotline! (608) 266-4822 - If you call with driver info city sends a nasty letter to speeder, but even without info they keep stats.

Lederer moves to require all Trustee sign a pledge to follow legal restrictions on Trustee actions by March 17. Barford says that Lotfi is the most "out there" Trustee and does important things, but plays fast and loose with the rules. She says they aren't asking her to resign.

Lotfi says that the difference between her and the board is that she fact checks. She then complains that the village administrator can't do his job. "This shit is coming to an end." The board is a little shocked by Lotfi's reaction. She's talking more.

The Board is totally letting Lotfi off easy. They are focussing on her version of events, that she just tried to direct staff, rather than the police report's version - that she harrased staff. And yet she is still attacking the board. Lotfi is complaining about Lederer reading the quote.

Lotfi is saying a lot of things. Says a trustee's spouse called her to complain about her. She says this is why there are no other minorities on the Board. She says that she was helping staff. Calls the board a disgrace. Says something written by Barford doesn't follow "the template."

Lederer says that individual Trustees can't be directing staff, it is unworkable. He reads a quote from Lotfi a while ago and says this represents a basic misunderstanding: "When there is a disagreement between the trustee and the administrator the trustee prevails."
